Weston Town Council could decide to put pressure on the district authority to introduce a residents’ parking scheme.

Town councillors will discuss on Monday whether to ask North Somerset Council to introduce a parking system which gives residents the exclusive right to park near their homes.

Cllr Robert Payne, who has put forward the motion, said people living in Weston-super-Mare have found it increasingly difficult to park in their roads since on-street charges were introduced and North Somerset Council took over civil parking enforcement (CPE).

The authority took responsibility for issuing fines for anyone wrongly parked on double-yellow lines, in disabled bays, bus stops and taxi ranks, and on zigzag lines, in April.

Cllr Payne said people are now choosing to leave their cars in residential streets to avoid parking illegally and paying to park.

He said Whitecross Road, Swiss Road and Stafford Road have been particularly affected as they are within walking distance of the town centre.

Cllr Payne added: “There are two distinct groups: those who live within the on-street charging zone, who in practice are prevented from parking near their homes; and there are those who live outside of the charging zone, who have to put up with unreasonable competition for parking spaces from those who seek to park just outside of town to avoid the charges (including residents in the first group).

“In both of these areas, a significant proportion of the properties have no off-street parking at all, and are absolutely reliant on parking on the street, and residents are suffering serious difficulties and generally find it near-impossible to park even remotely near their homes.”

North Somerset’s executive member for highways, Elfan Ap Rees, said in April there were no immediate plans to review rules, and the impact of commuter parking would be looked at first.

The town council cannot implement car parking schemes itself, but it can agree to ask North Somerset to introduce one.

Cllr Payne added: “I am also asking for them to look at increasing the number of parking spaces, and reducing the town centre charges to stop people being put off from paying them.

“These measures would provide more fairness, allowing everyone a chance of parking.”
